The Los Angeles Times reports on another chapter in the campaign to destroy what had been the greatest public higher education system in the world: "California State University officials announced plans to freeze enrolment next spring at most campuses and to wait-list all applicants the following fall pending the outcome of a proposed tax initiative on the November ballot."
Similar defunding is under way nationwide. "In most states," The New York Times reports, "it is now tuition payments, not state appropriations, that cover most of the budget," so that "the era of affordable four-year public universities, heavily subsidized by the state, may be over."

The U.S. Department of Justice asked a federal judge to limit the scope of a lawsuit filed by the descendants of legendary Apache warrior Geronimo.
The suit, which names President Barack Obama and Secretary of Defense Robert Gates along with Yale University and the secretive Order of the Skull & Bones fraternity, aims to have Geronimo’s physical remains and personal effects transported from Fort Sill, Oklahoma, to southern New Mexico for a proper tribal burial.

Europe's justice ministers will hold talks on the "domestic security policy" and surveillance network proposals, known in Brussels circles as the "Stockholm programme", on July 15 with the aim of finishing work on the EU's first ever internal security policy by the end of 2009.

The World Health Organisation (WHO) told its member nations today that swine flu has become the first pandemic in 41 years, after calling a meeting of experts to discuss the threat posed by the virus.
In a statement sent to member countries, WHO said it decided to raise the pandemic alert level from phase 5 to 6, the highest level, after the meeting in Geneva organised by the United Nations health agency.
The move comes as infections have climbed in Europe, the US, Australia, South America and elsewhere, and after the WHO chief, Margaret Chan, yesterday examined eight countries with large swine flu outbreaks.

A recent survey from internet security consultancy, Cryptohippie, suggests that the UK is setting the pace in at least one area - though being classified as the West’s most repressive regime when it comes to electronic surveillance might not be a title that this government is entirely happy to wear.
This result emerges from Cryptohippie’s recently published Electronic Police State 2008 (pdf). This is the first in what are intended to be a series of annual reports that will audit the "State use of electronic technologies to record, organize, search and distribute forensic evidence against its citizens".
The audit focuses on 17 factors, ranging from requirement to produce documents on demand, through to the extent to which states force ISP’s and phone companies to retain data, the blurring of boundaries between police and intelligence work and ultimately the breakdown of the principles of habeas corpus.
A simple five-point scoring system is used for each factor, with results totaled to produce an overall score. Some 52 major states are looked at, with final ranking apparently influenced by two quite different factors. On the one hand, states that are simply repressive are likely to score highly – and they do. The top four places in the survey are occupied by China, North Korea, Belarus and Russia.
Carl Bildt, Sweden’s minister for foreign affairs, made a pitch for two other major Bilderberg goals: creating a global Department of Treasury and Department of Health, with all nations surrendering sovereignty over these issues to the UN. Sources inside Bilderberg said Bildt’s speech mirrored an address he gave to the Carnegie Endowment for International Peace in Washington. Carnegie’s president, Jessica Mathews, is a long-time Bilderberg participant.
“We are at a critical time,” Bildt (pictured) told Bilderberg. “The order of magnitude [of world crises] are more challenging than we are used to.
