Extraterrestrial Life: Exopolitics being discussed at Davos?

In December 2012 the Prime Minster of Russia, Dmitry Medvedev, caused a stir by speaking straight-faced to reporters about extraterrestrial beings.
In a candid moment after a televised interview, he made statements to a reporter that instantly got the attention of many.

After completing an on-air interview with five television reporters on December 7, 2012, Prime Minister Medvedev continued to respond to reporters and made some off-air comments without realizing that the microphone was still on. He was then asked by one reporter if “the president is handed secret files on aliens when he receives the briefcase needed to activate Russia’s nuclear arsenal,”

What makes Medvedev’s words more interesting is a newly released document that is to be covered at Davos - the World Economic Forum’s annual meeting of world leaders in business, banking, and politics. They’re meeting in Switzerland from the 23rd to 27th of January not only to discuss economics, but also to address financial crises, environmental challenges, and global government.

Apparently, aliens are ALSO on the agenda.

Medvedev is scheduled to open this years Forum where as many as 50 heads of government, including Germany’s Angela Merkel and Britain’s David Cameron, will attend the five-day meeting that begins on 23 January.
Critical to note about this years Forum is that the WEF, in their 2013 Executive Summary, scheduled for debate and discussion a number of items under their X Factors from Nature category, and which includes the “discovery of alien life” of which they state: “Proof of life elsewhere in the universe could have profound psychological implications for human belief systems.”

Russia to censor the internet

The Russian Parliament has voted in favour of a Bill that will see illegal sites blacklisted. Similar to Australia's ACMA blacklist, the Bill will see material deemed illegal by the Russian Government blocked from the internet. This includes pornographic materials; material that promotes suicide, drug use or child abuse; and any other "extremist" content.

The lower Russian House of Parliament, the State Duma, and the Russian courts will reserve the right to add websites to the list. The approval comes just days after the Russian-language Wikipedia, LiveJournal and other websites blacked out in protest of the Bill.

But according to Russian news service Ria Novosti, Prime Minister Dmitry Medvedev believes that not everything should be free. "The basic principle is that the internet should be free," he said, before the Bill's hearing. "But it should also observe people's basic rights and laws, including the right to information, but also the right to protection from harmful content."

Medvedev warns 'Provocateurs'

President Medvedev has said Russia "needs democracy not chaos" in the wake of recent protests over alleged election abuses. In his fourth and final state of the nation address as president, he proposed a set of reforms to liberalise the political system.

He said the government would strongly resist any foreign pressure and would not allow external influences to undermine stability. "We won't allow provocateurs and extremists to drag society into their adventures, and we won't allow any outside interference into our domestic affairs," he said.

Mr Medvedev's words follow mass demonstrations since the December 4 parliamentary election, in which the opposition believes Vladimir Putin's party, United Russia, cheated its way to victory. Independent monitors said the ruling party only managed to retain its majority through fraud.
