President George Washington appointed L'Enfant in 1791 to design the new capital city (later named the City of Washington) under the supervision of three Commissioners, whom Washington had appointed to oversee the planning and development of the ten-mile square of federal territory that would later become the District of Columbia. Thomas Jefferson, who worked alongside President Washington in overseeing the plans for the capital, sent L'Enfant a letter outlining his task, which was to provide a drawing of suitable sites for the federal city and the public buildings. Though Jefferson had modest ideas for the Capital, L'Enfant saw the task as far more grandiose, believing he was not only locating the capital, but also included devising the city plan and designing the buildings.

Don’t Gloss Over Stalin’s Crimes, Medvedev Says
Russia’s president, Dmitri A. Medvedev, warned Friday that Russians had lost their sense of horror over Stalin’s purges, and called for the construction of museums and memorial centers devoted to the atrocities, as well as further efforts to unearth and identify the dead.
Mr. Medvedev made the comments on his video blog, on the occasion of a holiday devoted to the memory of victims of repression. He warned that revisionist historians risked glossing over the darker passages of the Soviet past, citing a poll that showed that 90 percent of young people could not name victims of the purges.
“Even now we can hear voices saying that these numerous deaths were justified by some supreme goals of the state,” Mr. Medvedev said. “Nothing can be valued above human life, and there is no excuse for repressions.”
Millions of people were killed under Stalin as a result of forced collectivization, deportation of ethnic groups, imprisonment in the Gulag and party purges, among other tactics.

Parents are being banned from playing with their children in council recreation areas because they have not been vetted by police.
Mothers and fathers are being forced to watch their children from outside perimeter fences because of fears they could be paedophiles. Watford Council was branded a 'disgrace' yesterday after excluding parents from two fenced-off adventure playgrounds unless they first undergo criminal record checks.
Children as young as five will be supervised by council 'play rangers' who have been cleared by the Criminal Records Bureau. Councillors insist they are merely following Government regulations and cannot allow adults to walk around playgrounds 'unchecked'.
Ecstacy is as safe as riding a horse
The UK Government's chief adviser on drugs caused fury last night by claiming booze and fags are more dangerous than LSD.
Professor David Nutt also said the risk of taking ecstasy was no worse than riding a horse - and blasted the decision to upgrade cannabis to a class B drug.
He called for all drugs to be ranked by a "harm" index - with cocaine, heroin, barbiturates and methadone the only ones more harmful than alcohol.
Tobacco would rank ninth, ahead of cannabis, LSD and ecstasy. Professor Nutt, chairman of the Advisory Council on the Misuse of Drugs, said smoking cannabis created only a "small risk" of psychotic illness.

US Homeland Security Could Block Websites During Swine Flu Pandemic
The government is being encouraged to prepare to block websites and Internet traffic in the event of a worsening swine flu pandemic that results in network congestion, a move that represents a potential end run around the agenda to regulate the world wide web.
A report by the General Accountability Office warns that a severe pandemic, or a worsening of the H1N1 outbreak, could result in 40 percent absentee rates at work and school, meaning that the Internet would be overloaded with people working from home as well as bored children sucking up bandwidth via online gaming.
Securities exchanges already have back-up systems to cope with such a scenario but the same cannot be said for general commerce, warns the report, adding that the federal government, specifically Homeland Security, should be given the power to block certain websites and regulate Internet traffic.
Colombian armed groups recruiting child soldiers
The Colombian government's 41-year war against the Revolutionary Armed Forces of Colombia (Farc) has become increasingly dangerous for children.
The group is looking more and more at child soldiers - boys and girls below the age of 18 - as it seeks to recruit new fighters. The Colombian government says there are 9,000 soldiers in that age group in irregular armies, but independent sources say the number is closer to 11,000.

Castro's sister helped CIA
One of the sisters of Cuba's former long-time president, Fidel Castro, says she collaborated with the US Central Intelligence Agency (CIA) against her brother. Juanita Castro, 76, has lived in the US since 1964.
She initially supported Fidel Castro's overthrow of the Batista regime but quickly grew disillusioned. In a memoir, she says she collaborated with the CIA.
She says she smuggled messages, documents and money, all hidden in canned goods, from Mexico back into Cuba. Ms Castro says she was not paid and she refused to participate in any violent activity against her brother or anyone in the Castro regime.

UK Police in £9m scheme to log 'domestic extremists'
British Police are gathering the personal details of thousands of activists who attend political meetings and protests, and storing their data on a network of nationwide intelligence databases.
The hidden apparatus has been constructed to monitor "domestic extremists", the Guardian can reveal in the first of a three-day series into the policing of protests. Detailed information about the political activities of campaigners is being stored on a number of overlapping IT systems, even if they have not committed a crime.
Senior officers say domestic extremism, a term coined by police that has no legal basis, can include activists suspected of minor public order offences such as peaceful direct action and civil disobedience.
President Obama declares national emergency over swine flu pandemic, but why?
According to the CDC, swine flu infections have already peaked, and the pandemic is on its way out. Peak infection time was the middle of October, where one in five U.S. children experienced the flu, says the CDC. Out of nearly 14,000 suspected flu cases tested during the week ending on October 10, 2009, 99.6% of those were influenza A, and the vast majority of those were confirmed as H1N1 swine flu infections.

Guantanamo music use condemned
A group of bands including REM and Pearl Jam have said they are to file a lawsuit aimed at accessing US documents on the use of music during interrogations of terrorism suspects held at the Guantanamo Bay military prison.
The announcement on Thursday came as the bands expressed support for the National Campaign to Close Guantanamo, launched by former US military generals and politicians.
The musicians launched "a formal protest of the use of music used in conjunction with torture that took place at the prison and other facilities".
The group said it was supporting "an effort seeking the declassification of all secret government records pertaining to how music was utilised as an interrogation device".
Members of the group include Trent Reznor of Nine Inch Nails and Tom Morello of Rage Against the Machine.
The two bands' music has been linked to interrogations at the prison, according to previously released government records.
China executes Tibetan protesters
Chinese authorities have carried out their first executions of Tibetans in connection with the deadly riots that swept Lhasa last year, according to exile groups.
As the first reported judicial killings in the region for six years, the news has prompted overseas protests and concerns that proper legal procedures were not followed.
The Chinese state media have yet to confirm the executions. However, the Tibetan Centre for Human Rights and Democracy, based in Dharamsala in northern India, said it had reports that they took place early on Tuesday morning.
It identified three of the executed Tibetans as two men – Lobsang Gyaltsen and Loyak – and a woman named Penkyi. The fourth victim was not named.

Four-year drought pushes 23 million Africans to brink of starvation
A four-year drought has pushed as many as 23 million people to the brink of starvation across East Africa, making it the worst in a decade or more. Close to four million of those at risk are in Kenya, where one person in ten survives on emergency rations.
Last week clouds gathered over much of the country, but the rains have come too late to bring much relief. Aid agencies have warned that with them will come flooding, cholera, malaria and hypothermia.
In the arid north, pastoralists have watched as their cattle collapsed from exhaustion and thirst, and those that survive now face floods. The people are scarcely holding on and the number of armed skirmishes over water and livestock is rising.

Nobel Peace Prize Winner Obama Sets Up Killer Drone Raid over Pakistan Despite Civilian Deaths
Since taking office, President Obama has sanctioned at least 41 Central Intelligence Agency (C.I.A.) drone strikes in Pakistan that have killed between 326 and 538 people, many of them, critics say, “innocent bystanders, including children,” according to reliable reports. The drone is a remotely controlled, unmanned aircraft.
“Even if a precise account is elusive,” writes Jane Mayer in the October 26th The New Yorker, “the outlines are clear: the C.I.A. has joined the Pakistani intelligence service in an aggressive campaign to eradicate local and foreign militants, who have taken refuge in some of the most inaccessible parts of the country.”
Based on a study just completed by the non-profit, New America Foundation of Washington, D.C., “the number of drone strikes has risen dramatically since Obama became President,” Mayer reports.
In fact, the first two strikes took place on Jan. 23, the President’s third day in office and the second of these hit the wrong house, that of a pro-government tribal leader that killed his entire family, including three children, one just five years of age.

UK Police Officer sees Aliens at crop circle
A police officer contacted British UFO experts after seeing three aliens examining a freshly made crop circle near Avebury, Wiltshire. The sergeant, who has not been named, was off-duty when he saw the figures standing in a field near Silbury Hill, and stopped his car to investigate.
However, as he approached the 'men' – all over 6ft tall with blond hair – he heard "the sound of static electricity" and the trio ran away ''faster than any man he had ever seen''.
The officer returned to his home in Marlborough, Wiltshire, and contacted paranormal experts and told them he had spotted a UFO. Wiltshire Police has refused to comment on the incident, saying it is a ''personal matter'' for the officer involved.
Crop circle researcher Andrew Russell, who is investigating the bizarre sighting on behalf of the officer, described the moment his sighting was made. He said: ''At first he thought they were forensic officers as they were dressed in white coveralls. He stopped his car and approached the field. The figures were all over 6ft and had blond hair. They seemed to be inspecting the crop. When he got to the edge of the field he heard what he believed to be a sound not dissimilar to static electricity.“

Capitalist Games: UK City Bankers Set For 50% Rise In Bonus Payments
The City is set for a 50% surge in annual bonuses as bank profits make a swift recovery, a leading research group has claimed.Bankers will pay themselves an extra £2bn.
The sharp rise is said to be a result of better-than-expected second- and third-quarter figures from the banking industry.
As such, bonuses are set to leap from the £4bn seen in January's annual bonus round, the Centre for Economics and Business Research (CEBR) said.
The forecast has angered many who feel the swift recovery is down to the large sums of public money lent to stabilise the financial sector. Liberal Democrat Treasury spokesman Vince Cable said the big increase did not reflect the contribution made by bankers to the economy.

Families face nuclear tax on power bills
Government officials have drawn up secret plans to tax electricity consumers to subsidise the construction of the UK's first new nuclear reactors for more than 20 years, the Guardian has learned.
The planned levy on household bills would add £44 to an annual electricity bill of £500 and contradicts repeated promises by ministers that the nuclear industry would no longer benefit from public subsidies. There is mounting pressure on the power industry to show it can keep the lights on, with fears growing of an energy gap as ageing nuclear stations are retired and plans for new coal plants attract hostile protests.

Dissenting voices to be silenced as liberal Russian TV channels come under state control
Campaigners accused the Kremlin today of killing off the last vestiges of independent television in Russia, after it emerged that the two remaining private TV channels would come under state control next year.
REN TV and St Petersburg's Fifth Channel, which are sometimes critical of the authorities, have until now been Russia's last semi-independent private TV stations. Although neither can be described as radical, they are the only channels on which opposition politicians can air their views, or where dissenting voices may be heard.
Next year both channels' news bulletins will be restructured, Russia's Kommersant newspaper reported today. The state-owned, pro-Kremlin English language television station Russia Today will take over responsibility for their news broadcasts from 2010, the paper added.
Journalists said they were appalled by the move.

US JP Should Be Dismissed For Denying Marriage Licenses To Interracial Couples
Two civil and constitutional rights organizations called on a Louisiana justice of the peace to resign Friday after he refused to marry an interracial couple, saying any children the couple might have would suffer.
The leaders of the American Civil Liberties Union in Louisiana and the Center for Constitutional Rights and Justice in New York said Keith Bardwell, a white justice of the peace in Tangipahoa Parish in the southeastern part of the state, should quit immediately. Earlier this month, Bardwell refused to issue a marriage license to Beth Humphrey, who is white, and Terence McKay, who is black.
UK Government anti-terrorism strategy 'spies' on innocent
The government programme aimed at preventing Muslims from being lured into violent extremism is being used to gather intelligence about innocent people who are not suspected of involvement in terrorism, the Guardian has learned.
The information the authorities are trying to find out includes political and religious views, information on mental health, sexual activity and associates, and other sensitive information, according to documents seen by the Guardian. Other documents reveal that the intelligence and information can be stored until the people concerned reach the age of 100.

Latest Goldman Sachs profits swell billion-dollar bonus pool
The Wall Street bank Goldman Sachs is gearing up to pay huge year-end bonuses to its 31,000 employees after raking in quarterly profits of $3.19bn (£1.96bn), boosted by astute trading, resurgent stocks and a return to relative normality on the financial markets.
Goldman's profits of $35m a day for the three months to September were more than three times as much as the bank made during the same period in 2008. Under its policy of setting aside almost half of its revenue to pay its staff, the firm has built up a compensation fund of $16.7bn for the year to date – including $5.35bn set aside in the last quarter. guardian.co.uk
G-20 Summit Helped Pittsburgh Get Police Funding and New Equipment
Pittsburgh (USA) police say they will continue to benefit from the millions of dollars spent to prepare for the Group of 20 summit.
“We spent months getting ready for this and it was a lot of preparation, but we’ll see the dividends of that for a long time to come,” Public Safety Director Michael Huss said. “It was invaluable to us.”
Huss said the summit forced the city to upgrade equipment and undergo hundreds of hours of civil disturbance training from the Department of Homeland Security.

How Mussolini once worked for British intelligence
He formed part of the Nazi axis that nearly brought Britain to its knees in World War Two, but historical papers have revealed that Italian dictator Benito Mussolini was once on the payroll of British intelligence.
During World War One, the then socialist journalist was running popular newspaper Il Popolo d'Italia in Milan and Italy was allied with Britain and France in the fight against Germany.
British secret services desperately needed Mussolini to print pro-war propaganda to keep Italy on board, said Cambridge historian Peter Martland, who uncovered details of weekly payments of 100 pounds by MI5 to Mussolini in 1917.
"British intelligence is subsidizing his newspaper and it's cheap. But it's a part of this broader campaign to get a lid on things to keep Italy in the war," Martland told Reuters.

Iran: Corpses of anti-regime protesters abandoned in streets
Criminal agents from the Iranian regime’s Ministry of Intelligence and Security (MOIS) on Wednesday abandoned the bloodied corpse of Amin Zandi on a street located in the vicinity of the western city of Ilam. The coroner declared that he had died just 4 hours before his body was discovered.
Mr. Amin Zandi, a student at the University of Ilam, was originally from Ahvaz and was arrested by MOIS agents in an anti-government protest in June. During his four months of detention he was subjected to harassment and torture. The Iranian regime refused to respond to his families enquiries regarding his condition and whereabouts during this time.
In a similar crime, MOIS agents left the corpse of Mohamad-javad Parandakh, a fourth-year chemical engineering student at the Esfahan University of Technology, under one of the city’s bridges. The coroner in Esfahan declared that his death resulted from a skull fracture after he was hit by a heavy object.
Cern physicist suspected of Al-Qaida links charged
French investigators have charged a physicist working at the Large Hadron Collider with having links to terrorism following claims he was in contact with al-Qaida.
The investigating magistrate, Christophe Teissier filed the preliminary charges against the 32-year-old French national of Algerian origin, who has not been publicly named, for "criminal association with a terrorist enterprise", judicial officials said.
The suspect works at the European Organisation for Nuclear Research, or Cern, the research centre on the French-Swiss border near Geneva which operates the vast, underground particle collider, which aims to recreate the conditions of the Big Bang.
The British Agent at Hitler's Ear
The name "Baron Willam de Ropp" isn't well known. There is no photo available, no Wikipedia entry. Yet he was a British agent who befriended Hitler and may have been his handler. The Occult Roots of The Wizard of Oz
Although the Wizard of Oz is wildly perceived as an innocent children’s fairy tale, it is almost impossible not to attribute to Dorothy’s quest a symbolic meaning. Like all great stories, the characters and the symbols of the Wizard of Oz can be given a second layer of interpretation, which can vary depending on the reader’s perception. Many analysis appeared throughout the years describing the story as being an “atheist manifesto” while others saw in it as a promotion of populism. It is however by understanding the author’s philosophical background and beliefs that one can truly grasp the story’s true meaning.
L. Frank Baum, the author of the Wizard of Oz was a member of the Theosophical Society, which is an organization based on occult research and the comparative study religions. Baum had a deep understanding of Theosophy and, consciously or not, made of Wizard of Oz an allegory of Theosophic teachings.
The story starts with Dorothy Gale living in Kansas, which symbolizes the material world, the physical plane where each one of us starts our spiritual journey. Dorothy feels an urge to “go over the rainbow”, to reach the ethereal world an follow the path to illumination. She has basically “passed the Nadir” by demonstrating the urge of seeking a higher truth.
Dorothy is then brought to Oz by a giant cyclone spiraling upward, representing the cycles of karma, the cycle of errors and lessons learned. It also represents the theosophical belief of reincarnation, the round of physical births and deaths of a soul until it is fit to become divine. It is also interesting to note that the Yellow Brick Road of Oz begins as an outwardly expanding spiral. In occult symbolism, this spiral represents the evolving self, the soul ascending from matter into the spirit world.

Barack Obama's peace prize starts a fight
International reaction ranged from delight to disbelief. The former winners Kofi Annan and Desmond Tutu voiced praise, the latter lauding the Nobel Committee’s “surprising but imaginative choice”.
But Lech Walesa, the dissident turned Polish President, who won the Peace Prize in 1983, spoke for many, declaring: “So soon? Too early. He has no contribution so far.”
Mr Obama’s domestic critics leapt on the award as evidence of foreigners fawning over an untested “celebrity” leader. Rush Limbaugh, the US right-wing commentator, said: “This fully exposes the illusion that is Barack Obama."
Speaking later, Mr Obama said that he was “surprised and deeply humbled” by the unexpected decision and announced that he would donate the £880,000 prize, due to be awarded in December, to charity.
“Let me be clear. I do not view it as recognition of my own accomplishments but rather as an affirmation of American leadership on behalf of aspirations held by people in all nations," he said.
The Nobel Peace Prize is a notoriously difficult award to predict, but yesterday's decision was clearly a political choice, with three of the past six peace awards going to Bush adversaries.

US spacecraft set for Moon crash
Nasa is set to crash two unmanned spacecraft into the Moon in a bid to detect the presence of water-ice.
A 2,200kg rocket stage will be first to collide, hurling debris high above the lunar surface.
A second spacecraft packed with science instruments will analyse the contents of this dusty cloud before meeting a similar fate.
The identification of water-ice in the impact plume would be a major discovery, scientists say.
Not least because a supply of water on the Moon would be a vital resource for future human exploration.

I Knew Idi Amin
Idi Amin was one of Africa's most notorious leaders.
He began his career in the British Colonial Army and with virtually no education, rose from chef's assistant to the most powerful position in the country.
Through a combination of brute force and the encouragement of countries like Britain, he became the president of Uganda in 1971. His ruthlessness earned him the nickname, the Killer of Kampala, and over time the international support he once had, evaporated.
Amin's rule was marred by human rights abuses, political oppression, ethnic persecution and the expulsion of the country's entire Asian population. To his political opponents he was ruthless and unforgiving, and many of those who spoke up against him eventually turned up dead in the streets.
Amin's presidency came to an inglorious end in 1979. He was exiled to Saudi Arabia, where he died in 2003.
Mahmoud Ahmadinejad revealed to have Jewish past
A photograph of the Iranian president holding up his identity card during elections in March 2008 clearly shows his family has Jewish roots.
A close-up of the document reveals he was previously known as Sabourjian – a Jewish name meaning cloth weaver. The short note scrawled on the card suggests his family changed its name to Ahmadinejad when they converted to embrace Islam after his birth.
The Sabourjians traditionally hail from Aradan, Mr Ahmadinejad's birthplace, and the name derives from "weaver of the Sabour", the name for the Jewish Tallit shawl in Persia. The name is even on the list of reserved names for Iranian Jews compiled by Iran's Ministry of the Interior.

Iran to host 2012 nuclear medicine conference
Iran has been chosen as the venue for the tenth Asia-Pacific Nuclear Medicine Conference which will be held in 2012.
“Iran will host the 10th Asia-Pacific Nuclear Medicine Conference in 2012 due to its high capacity in nuclear medicine,” Fars News Agency quoted the head of Iran's Nuclear Medicine Association, Mohsen Saghari, as saying on Saturday.
“Iran's nuclear medicine has achieved considerable progress in the past three decades despite numerous problems including sanctions against the country,” he added.
Saghari also pointed out that the development of Iran's nuclear medicine has been the result of the development of peaceful nuclear energy in the country.

China weather magic conjures blue sky for parade
China's air force deployed a "magic-like" range of chemicals and technology to clear Beijing's smoggy air for a grand parade marking the 60th anniversary of Communist China, state media said on Thursday.
Chemists and officials worked for weeks on the country's most ambitious ever attempt at weather modification, with air force technicians fanning out across the region to help teams operate complex equipment, the official Xinhua agency said.
The evening before the parade chemicals were fired into the hazy skies, and a light rain washed the city clean. Surrounding provinces had already been loading clouds with silver iodide and dry ice, to try and force rain to fall before it reached Beijing, the report added.
"Only a handful of countries in the world could organise such large-scale, magic-like weather modification," said Cui Lianqing, a senior air force meteorologist who said the parade operation was the largest in China's history.
