In a new document — the second in three years to deal with the effects of a sexual abuse scandal that rocked the Church six years ago — the Vatican said that the early detection of “sometimes pathological” psychological defects of men before they become priests would help avoid tragic experiences.

United Nations peacekeepers were braced for full-scale war in central Africa yesterday as Rwandan-backed rebels closed in on the Congolese city of Goma, sending government troops and civilians fleeing in panic.
Western aid workers described scenes of mayhem in the streets as columns of government tanks and military vehicles streamed out of the city and panicking civilians fled for cover.
Muddy roads were clogged with refugees fleeing into Goma after they had witnessed the retreat of government soldiers from the areas around their camps – only to find that troops had deserted the city too.
“There is absolute panic,” Karl Steinacker, an official with the UN refugee agency, told The Times by telephone from Goma. “The war has arrived in the streets. There are columns of army running away. They are basically abandoning the city.” Times Online

The 10-inch-long angelfish was laid out on an operating table while a vet and two assistants carried out the unusual surgery.
After being anaesthatised the exotic fish had a tube placed in her mouth and water pumped through her body and out her gills to enable her to breathe.
Vet Sue Thornton repaired the stomach condition using a scalpel, a needle and forceps during the £500 operation.
After being stitched up and brought round the plucky fish was kept under close observation before she went on to make a full recovery.
Carla has been a resident at the London Aquarium for 10 years and staff decided to try and save her rather than put her to sleep when she developed the hernia. Telegraph

Australia will join China in implementing mandatory censoring of the internet under plans put forward by the Federal Government.
The revelations emerge as US tech giants Google, Microsoft and Yahoo, and a coalition of human rights and other groups unveiled a code of conduct aimed at safeguarding online freedom of speech and privacy.
The government has declared it will not let internet users opt out of the proposed national internet filter.
The plan was first created as a way to combat child pornography and adult content, but could be extended to include controversial websites on euthanasia or anorexia.

Fluoride is being added to children’s milk in 42 schools throughout the city of Sheffield in the UK, despite the chemical’s proven link to liver and kidney damage, cancer and the lowering of IQ.
“A new strategy with the focus of preventing dental problems among children is be introduced in Sheffield,” reports the Yorkshire Post.
The move comes in response to figures showing that the state of children’s teeth in the city is slightly higher than the national average.
“At present, fluoride is added to children’s milk in 42 primary schools in the city. This will continue, and the local NHS is also planning to begin talks on the possibility of adding fluoride to water.” the report continues.
While Fluoride has been proven to have a minimal effect in the prevention of tooth decay, the negative effects of the chemical are legion according to several medical studies, far outweighing any positive aspects.
A recent Scientific American study “Concluded that fluoride can subtly alter endocrine function, especially in the thyroid — the gland that produces hormones regulating growth and metabolism.”
The report also notes that “a series of epidemiological studies in China have associated high fluoride exposures with lower IQ.”

Bright teenagers are a disappearing breed, an alarming new study in the UK has revealed.
The intellectual ability of the country's cleverest youngsters has declined radically, almost certainly due to the rise of TV and computer games and over-testing in schools.
The 'high-level thinking' skills of 14-year-olds are now on a par with those of 12-year-olds in 1976.
The findings contradict national results which have shown a growth in top grades in SATs at 14, GCSEs and A-levels.
The intelligence of Britain's youth is being dumbed down, which experts say is down to television and video games.
But Michael Shayer, the professor of applied psychology who led the study, believes that is the result of exam standards 'edging down'.
His team of researchers at London's King's College tested 800 13 and 14-year-olds and compared the results with a similar exercise in 1976. Mail Online

Federal prosecutors charged two men with plotting a "killing spree" against African-Americans that would have been capped with an attempt to kill Sen. Barack Obama while they wore white tuxedos, federal officials said Monday.

The U.S. attorney's office in Jackson, Tennessee, said Daniel Cowart, 20, and Paul Schlesselman, 18, were self-described white supremacists who met online through a mutual friend.
Both men have been charged with illegal possession of a sawed-off shotgun, conspiracy to rob a federally licensed gun dealer and making threats against a presidential candidate.
The men planned to kill more than 100 African-Americans, including 14 who would be beheaded, according to the affidavit. But federal law enforcement sources said there was no evidence Cowart, of Bells, Tennessee, and Schlesselman, of West Helena, Arkansas, had any details of Obama's schedule.
"We take this very, very seriously but we see no evidence these guys have the ability or the wherewithal to pull off what they say they wanted to do," one law enforcement source said. CNN.com

Sen. John McCain (R-Ariz.) said Sunday on NBC’s “Meet the Press” that he can “guarantee” a win on Nov. 4 in a squeaker victory that won’t be clear until late that night.
McCain spoke amid signs of a tightening race, and reports of renewed determination among his staff, which is badly outgunned in both money and manpower.
“I guarantee you that two weeks from now, you will see this has been a very close race, and I believe that I'm going to win it,” McCain told interim "Meet" moderator Tom Brokaw. “We're going to do well in this campaign, my friend. The latest request from the Pentagon jars the senses. At least, it did mine. They are looking for contractors to provide a "Multi-Robot Pursuit System" that will let packs of robots "search for and detect a non-cooperative human".
One thing that really bugs defence chiefs is having their troops diverted from other duties to control robots. So having a pack of them controlled by one person makes logistical sense. But I'm concerned about where this technology will end up. New Scientist
When Army Lt. Col. Darrell Vandeveld began his work in May 2007 as a prosecutor at the Guantánamo Bay military commissions, the Iraq war veteran was one of the most enthusiastic and tenacious lawyers working on behalf of the Bush administration. He took on seven cases. In court hearings he dismissed claims of prisoner abuse as "embellishment" and "exaggeration." Once, when a detainee asked for legal representation only for the purpose of challenging the legitimacy of the military commissions, Vandeveld ridiculed the request as "idiotic."
So it came as a shock in mid-September when Vandeveld announced that he was resigning as a prosecutor because he had grave doubts about the integrity of the system he had so vigorously defended.
In the days following his resignation -- now testifying, remarkably, for the defense counsel in one of his own cases -- Vandeveld said that he went from being a "true believer" in the military commissions to feeling "truly deceived" about them. His deep ethical qualms hinged foremost on the fact that potentially critical evidence had been withheld from the defense by the government.

An Observer investigation has found that the party has benefited from a £1m loan from Lady Victoria de Rothschild, made via a 'non-trading' company that conducts no business and has had no other function in its four-year history than to lend the Tories money.
Documents filed with the Electoral Commission show the party received the loan for £1,014,000 from a company called Ironmade Ltd on 1 June 2005 and is not due to pay it off until 2010.
Ironmade's accounts reveal the firm has been dormant since it was created in April 2005. According to the accounts, 'the ultimate controlling party of the company is Victoria, Lady de Rothschild, by virtue of her control of the entire issued share capital'. Seventy years ago they marched out of Barcelona for the last time, proud heroes who had risked their lives to fight General Franco's Fascist-backed rebels.
Yesterday, a small band of veterans of the International Brigades returned to mark the anniversary in Sitges, near Barcelona.
Frail, some in wheelchairs, they joined in a chorus of La Bandera Roja, or The Red Flag, an Italian song popular with anti-Fascist forces during the war.
Now the eight British and Irish survivors of the 2,300 men and women who joined the brigades are fighting a new battle against time to win an honour that has stayed out of their grasp: Spanish nationality.
Twelve years after first being offered citizenship for their contributions during the Spanish Civil War, they are yet to become Spaniards.

Plans for the system were first found when Soviet soldiers entered Berlin but have recently been re-examined by researchers for a new Russian documentary.
The Orwellian screens would have been set up in public places and would show "people's television", depicting how the Aryan race should live, with the Nazis focusing on news, sport and education.
Ideas included building rooms beside laundries so women could gather round the TV to watch the broadcasts.
Prototype programmes included Family Chronicles: An Evening with Hans and Gelli, which was an early reality TV show depicting a wholesome Aryan life of a young German couple.
The Nanking Massacre, commonly known as the Rape of Nanking, was an infamous war crime committed by the Japanese military in Nanjing (Nanking), then the capital of the Republic of China, after it fell to the Imperial Japanese Army on December 13, 1937. The duration of the massacre is not clearly defined, although the violence lasted well into the next six weeks, until early February 1938. Japanese officials lied about civilian death figures and still refuse to reveal them properly today. During the occupation of Nanking, the Japanese army committed numerous atrocities, such as rape, looting, arson and the execution of prisoners of war and civilians. Although the executions began under the pretext of eliminating Chinese soldiers disguised as civilians, it is claimed that a large number of innocent men were intentionally misidentified as enemy combatants and executed as the massacre gathered momentum. The awarding of the European Parliament’s 2008 Sakharov Prize for Freedom of Thought to the jailed Chinese human rights activist Hu Jia underscores the urgent need for rights reforms in China, Human Rights Watch said today. Human Rights Watch reiterated its long-standing call for the release of Hu, who was sentenced last April to three and half years in prison for “incitement to subvert state power,” a charge regularly levelled against critics and dissidents in China.
The European Parliament has described Hu Jia as a “leading symbol of China's human rights problems… He represents all the other Chinese and Tibetan citizens who are repressed: lawyers, journalists, petitioners, human rights activists, writers and cyber-dissidents.” The award ceremony is to take place in Strasbourg on December 17.
“Awarding the Sakharov Prize to Hu Jia on the 60th anniversary of the Universal Declaration on Human Rights sends a powerful message to the Chinese government,” said Sophie Richardson, Asia advocacy director at Human Rights Watch. “Beijing pledged to improve human rights and to show the world a ‘harmonious society’ during the Olympics, but instead silenced and locked up peaceful rights defenders.”
Ancient woodland in Britain is being felled at a rate even faster than the Amazon rainforest, according to new research today. It shows that almost half of all woods in the UK that are more than 400 years old have been lost in the past 80 years and more than 600 ancient woods are now threatened by new roads, electricity pylons, housing, and airport expansion.
The report from the Woodland Trust comes as the government prepares to sign a compulsory purchase order to buy several acres of Two Mile Wood outside Weymouth to build a bypass. This remnant of ancient forest, known for its association with Thomas Hardy, is one of Britain's finest bluebell woods and is full of old beech, oak and hornbeam trees.
"Ancient woodland, designated as over 400 years old in England, is the UK's equivalent of rainforest. It is irreplaceable," said Ed Pomfret, campaigns director of the trust. "It's our most valuable space for wildlife, and home to rare and threatened species. Once these woods have gone, they will never come back. They are historical treasure troves."

Global security authorities are to push for a huge biometric facial scan database of international travellers so they can cross-check everyone against a database of terror suspects, international criminals and fugitives.
Interpol, the International Criminal Police Organization, is planning to expand its role into the mass screening of passengers moving around the world by creating a face recognition database to catch wanted suspects, reports the London Guardian.
The database will hold the records of every citizen who has ever travelled in and out of the virtually every country in the world, representing intelligence agency style bulk interception of information and sounding alarm bells for civil liberties groups.
Two months ago we reported on the moves underway to phase out passport control officers at airports and replace them with biometric face scanning cameras. The automated face recognition gates match passengers to a digital image stored on a microchip in the new e-passports.
Interpol wants a facial database to be linked into this technology and used in conjunction with its already existing fingerprint and DNA databases, according to Mark Branchflower, head of Interpol's fingerprint unit.

Fascist America, in 10 easy steps
Last autumn, there was a military coup in Thailand. The leaders of the coup took a number of steps, rather systematically, as if they had a shopping list. In a sense, they did. Within a matter of days, democracy had been closed down: the coup leaders declared martial law, sent armed soldiers into residential areas, took over radio and TV stations, issued restrictions on the press, tightened some limits on travel, and took certain activists into custody.
They were not figuring these things out as they went along. If you look at history, you can see that there is essentially a blueprint for turning an open society into a dictatorship. That blueprint has been used again and again in more and less bloody, more and less terrifying ways. But it is always effective. It is very difficult and arduous to create and sustain a democracy - but history shows that closing one down is much simpler. You simply have to be willing to take the 10 steps.
As difficult as this is to contemplate, it is clear, if you are willing to look, that each of these 10 steps has already been initiated today in the United States by the Bush administration.

Albright, like Biden and Powell, is an insider minion, so she may know something is up. It is rather suspect that all these voices are saying basically the same thing: Obama will be “tested,” either by an al-CIA-duh attack, a war or confrontation in the Middle East — read, Iran — or Russia.

French President Nicolas Sarkozy has threatened to sue a publishing company unless it withdraws a Sarkozy doll that comes with a "voodoo manual" instructing readers to plant pins in it.
The doll is emblazoned with some of Sarkozy's most famous quotes such as "Get lost you pathetic arsehole" - his words to a bystander who refused to shake his hand at a farm show last year.
Readers are encouraged to plant pins in the quotes.
"Nicolas Sarkozy has instructed me to remind you that, whatever his status and fame, he has exclusive and absolute rights over his own image," the president's lawyer, Thierry Herzog, wrote to publishers K&B in a letter published by newspaper Le Monde.

The trial of 86 people accused of conspiring to overthrow Turkey's government has been adjourned until October 23 after chaotic scenes at the first hearing.
Within minutes of opening on Monday, lawyers and defendants complained that they could not hear in the overcrowded courtroom at a prison complex in Silivri, near Istanbul.
Judge Koksal Sengun asked spectators to vacate the room and, following an adjournment, proceedings started again in the afternoon.
Those on trial include a retired general, the leader of a small leftist and nationalist party, a newspaper editor, a best-selling author and a former university dean.
They are accused of being part of a nationalist network called Ergenekon - which takes its name from a legendary valley in central Asia believed to be the ancestral homeland of Turks - or of plotting an armed uprising.

A Former Top Gun told yesterday how he was ordered to shoot down a massive UFO — over NORWICH.
RAF controllers told US pilot Milton Torres to “lock on” and launch all 24 of his rockets over the city.
But as he came within seconds of firing at the alien intruder — “the size of an aircraft carrier” on his radar — it vanished at 10,000mph.
The amazing close encounter is revealed in secret Ministry of Defence X-Files which are declassified today.
Milton said: “It was some kind of alien snooping over England. I guess we’ll never know what it was.”
The incident happened in 1957 when Milton was a 26-year-old US Air Force lieutenant based at RAF Manston in Kent.
Security forces in Natanz have arrested two suspected "spy pigeons" near Iran's controversial uranium enrichment facility, the reformist Etemad Melli newspaper reported on Monday.
One of the pigeons was caught near a rose water production plant in the city of Kashan in Isfahan province, the report cited an unnamed informed source as saying, adding that some metal rings and invisible strings were attached to the bird.
This World War I vintage (1918) picture came off the Signal Corps wall around 1945 when Art Block was given the picture. It depicts cameras attached to birds before flying over enemy lines.
"Early this month, a black pigeon was caught bearing a blue-coated metal ring, with invisible strings," the source was quoted as saying of the second pigeon.
The source gave no further description of the pigeons, neither their current status nor what their fate will be.

The worlds elite businessmen, bankers and corrupted leaders are preparing to implement a long time goal, as European leaders call for an urgent overhaul of the world's financial architecture, and a Global currency.
The Washington Post reports, that leaders in Europe, including French President and current E.U. rotating President, Nicolas Sarkozy, have called for a "globally coordinated regulation of the financial industry", to "re-found the capitalist system".
In 1944, members from 44 allied nations convened at a resort in Bretten Woods, New Hampshire, U.S, and established the World Bank, the International Monetary Fund (IMF) and what we now know as the "Bretten Woods system" of international monetary management. They also formulated the idea of "lowering trade barriers and easing the movement of money across borders." This is also when the United States currency became the "reserve currency" for industrialized nations that signed on.
The U.S. Federal Reserve, a private bank which has the power to print money from nothing, and the central banking system, were also created as a "solution" to an economic crisis.
Sarkozy, who will meet with Bush in Washington on Saturday to lay the groundwork for a conference with the "Group of Eight" industrialized countries, believes the financial system, developed after World War II, needs to be revamped.
A former Beijing vice mayor in charge of overseeing Olympic construction projects has been given a death sentence for corruption, a court clerk and his lawyer said Sunday.
The Intermediate People's Court in Hengshui, a city outside Beijing, ordered the death sentence Saturday after finding Liu Zhihua guilty of taking bribes, said a court clerk who would only give his surname, Ma.
However, the sentence was "suspended" for two years, Ma said. The reprieve means if Liu shows good behavior, his sentence will be commuted to life imprisonment.
The government squelched all reporting on Liu's prosecution in the months leading up to the August Olympic Games to avoid tarnishing its image on the global stage.

Jenni Williams, Zimbabwe's hell-raising practitioner of nonviolent civil disobedience, was hauled from a Bulawayo jail cell during one of her 33 arrests for leading street protests against President Robert Mugabe's rule.
In a tiny office, she accused the baton-wielding police of assaulting her.
When the two officers in the room tauntingly told her she was a liar, she turned around, dropped her pants and showed them the bruises on her backside, recalled her lawyer, Perpetua Dube, who was watching.

Financial workers at Wall Street's top banks are to receive pay deals worth more than $70bn (£40.4bn), a substantial proportion of which is expected to be paid in bonuses, for their work so far this year - despite plunging the global financial system into its worst crisis since the 1929 stock market crash, the Guardian has learned.
Staff at six banks including Goldman Sachs and Citigroup will pick up the payouts despite being the beneficiaries of a $700bn bail-out from the US government that has already prompted widespread criticism. The government cash has been poured in on the condition that excessive executive pay will be curbed.
Pay plans for bankers have been disclosed in recent corporate statements. Pressure on the US firms to review preparations for annual bonuses increased today when Germany's Deutsche Bank said many of its leading traders would join chief executive Josef Ackermann in waiving millions of euro in annual payouts.
It has been theorized by others that at the top of the Illuminati are unknown superiors, so this should not scare anyone that I don’t have all the details, and that the family is unknown. On the other hand it is very hard to hide people who wield immense power. So far, I have dealt with families that were definitely within the top 13 Illuminati families. If the Van Duyn family is part of the top 13, it may represent the ‘Dutch-Flemish-Belgium segment of the Illuminati, just as the Astors & Rothschild's came from Germany, the Dupont's from France, the Li’s from China, and the Kennedy’s from Ireland. Actually, the entire 13 top families are related in various ways and their heritages go back to the ancient nobility of Europe, to the tribe of Dan, and to the Khazars. Many of these top families feel they are descendents of the House of David. One researcher has even told me that the royal house of Japan is blood relation to the thirteenth top Illuminati family. (Truth is often stranger than fiction, but this sounds truly incredible.)
That would be interesting if the genealogy (which he claims does exist) does actually show that. It would help explain why Japan is being brought into the picture. I was able only to identify that the Van Duyn family was a very early colonial American family of status, and that the few modern members of this family which I could identify are suspiciously tied to the establishment and fit the type of persons we would expect from a top 13 family. If anyone has any information concerning this subject, that information would be appreciated.

Calls for a new financial world order have increased with EU leaders poised to meet US officials this weekend to demand a "Bretton Woods II" reform of global institutions.
EU leaders have agreed to back British Prime Minister Gordon Brown's call to use the financial crisis as an opportunity to swiftly overhaul and radically enhance the regulatory power of global institutions.
The Prime Minister wants dozens of world leaders to meet for a major one-off summit where they would rewrite the rules of international finance encompassing "very large and very radical changes".
The original Bretton Woods agreement in 1944, spurred by the depression of the 1930s and the second world war, created the International Monetary Fund, the World Bank and laid down common standards for markets around the world. Now with the current financial crisis EU leaders see another opportunity to enhance global regulations on sovereign economies.
Angela Merkel, the German Chancellor, backed Brown's call, saying it was time to "rethink the world's financial system and prevent any repetition" of the current crisis.
French President Nicholas Sarkozy made his own call for a "new Bretton Woods" earlier this month, arguing that the time has come to replace the "Anglo-Saxon" model of "unrestrained markets".
Officials in Brussels indicated last night that a "Bretton Woods II" summit could take place in New York as early as next month, reports the Financial Times.
In addition, Morgan Stanley Chief Executive John Mack has also called for a new global body to oversee the financial crisis, warning that it is like nothing he's ever seen before.

A controversial scheme to create special classes for immigrant children has been approved by the lower house of Italy's parliament.
The measure, proposed by the right-wing Northern League Party, would require foreign children to pass a special test before being admitted into schools.
The league says the proposal will help integration, but opposition leaders have denounced it as xenophobic.
The measure still has to be approved by the Senate before it becomes law.
Under the proposal, the children of immigrants would have to sit tests on citizenship and would be placed in "bridge classes" if they failed, where they would study Italian language, law and culture until they could pass the test.
A spokesman for the Northern League said the aim was to guarantee equal opportunities for foreign students and facilitate integration.
But opposition politicians have described it as "an act of the worst xenophobia". BBC NEWS

During a furious political season last year, the home of the chairwoman of a municipal electoral committee was set on fire and the garages of mayors were firebombed. The mayor of a golf resort town in central Bulgaria was shot and killed with seven bullets - the same number that killed the wealthy city council chairman in the outwardly idyllic Black Sea port of Nessebar.
"Other countries have the mafia," said Atanas Atanasov, a member of Parliament and a former counterintelligence chief who is a magnet for leaked documents exposing corruption. "In Bulgaria, the mafia has the country."

As the United States election race enters the final stretch, Barack Obama as the candidate promising change is revealing his true colours, much to the despair of anyone actually expecting any change.
His recent call to declare Jerusalem the undivided capital of Israel, his denial of Palestinans’ right of return, and his support for a Bantustan Palestinian “state” which poses no threat to Israel show how completely he has caved in to the Zionist establishment on that issue.
As President George W Bush calls for early reductions in combat troops in Iraq, Obama’s position on Iraq -- a vow to bring troops home within 16 months, excepting a “residual force” -- looks less and less like a defining moment in his foreign policy. Whatever happens to troop levels, there is no explicit talk of overriding the plans for 14 permanent bases.
Obama is toeing the line in Afghanistan, too. As NATO casualties continue to mount, surpassing monthly Iraqi causalities as of June this year, he is proposing -- now seconded by McCain -- that the United States shift up to 15,000 more troops there from Iraq. Just prior to his trip to Afghanistan, he wrote in a New York Times Op Ed, “We need more troops, more helicopters, better intelligence-gathering and more non-military assistance to accomplish the mission there.” Please, will someone show me the silver lining in an Obama victory in November?
But then none of the above should come as any surprise to those familiar with his chief promoter and foreign policy adviser, Zbigniew Brzezinski, who, along with current (and likely future) Secretary of Defense Robert Gates, has already entered history as helping “suck the Soviets into a Vietnamese quagmire.” These are the words of President Jimmy Carter’s Under-Secretary of Defense Walter Slocumbe in March 1979, eight months before the Soviets were successfully “sucked in,” when Gates was CIA chief. The changing of the guard, come November, will change nothing. US foreign policy has a logic which transcends who sleeps in the White House.
What’s especially ghoulish about all this is that there are four Brzezinski offspring who are all onboard the Obama wagon: Mark (director of Russian and Eurasian Affairs at the National Security Council under President Bill Clinton, and one of the prime movers of the 2004 color revolution in Ukraine); Ian (currently the US Deputy Assistant Secretary of State for European and NATO affairs and a backer of Kosovan independence, NATO expansion into Ukraine and Georgia and US ABM missiles in Poland); Mika, political commentator on MSNBC whose interview with Michele Obama contributed to the general media Obamamia; and finally Matthew, a friend of Ilyas Akhmadov, “foreign minister” and US envoy of the Chechen opposition.
Brzezinski’s brand of anti-Russian, anti-Muslim geopolitics will dominate a future Obama administration. In Second Chance: Three Presidents and the Crisis of American Superpower, published last year, he lays out his New World Order agenda without so much as a blush. Apparently, there is a global political awakening going on, the goal of which is “dignity.” Not economic development, not the alleviation of poverty, not national sovereignty against the IMF and World Bank. Just plain old dignity, though Zbig’s brand of dignity is the kind attained through secession, Balkanisation, and the creation of weak statelets for each ethnic minority subservient to the US. Think: Kosovo and -- if he has his way -- Chechenia. Neo-Wilsonian demagogy in the service not of peace but of US world domination, encirclement of Russia and control of the Arab world.
Zbig said in endorsing Obama: “What makes Obama attractive to me is that he understands that we live in a very different world where we have to relate to a variety of cultures and peoples.” Obama’s alleged global approach and trans-ethnic, trans-racial allure are right out of Zbig’s university textbook, or rather Second Chance, which will be the manual for the Obama campaign and presidency.
